Within the Elysium's meeting room is a corkboard on which various public notices are pinned. A large piece of yellow paper takes up a sizeable chunk right out of the middle. WARNING is emblazoned across the top, and it is obviously something that is meant to be seen.

There is a creature of unknown origin and power loose in this city.
It is most commonly referred to within this Elysium as the "Skinless Man",
But it is capable of taking many other forms, including a puddle of sentient blood and a vaporous form of the same. IT CAN POSSESS US. If you come across such a puddle, please run away from it and let someone know. If you become possessed, it should be noted that while you will lose control of your body, you may still use your voice freely.

The whereabouts of this creature are currently unknown. It is unafraid of (and unharmed by) fire and the sun.

It should be noted that a certain...hindrance to the masquerade seems to have himself scarce. Shy City Joe, as he calls himself, seemed to fall off the radar after passing through a certain city statue. He may well not return, but any sighting should likely be made note of.
