Board Update

The board has been updated to the latest version of phpBB and I've similarly set the server to use php7 (which the old version didn't support, that's what was causing most of the errors).
Please report any other errors you run into.
KNOWN ISSUE: The wiki is hosed. I have no idea why. Will look into it later, no one but me used it anyway
