'Plot' so far
Senator Whitmire's wife was kidnapped by unknown, possibly supernaturally motivated, assailant. Likely to black mail her husband. Mrs. Whitmire herself had recently left her husband (because he isn't a political sleazebag). The group was vaguely looking for the perpetrators, and the Malkavian vagrant wanted to join forces with the Garou to protect the senator. (Regardless of Garou interest, because he is insane.)
